the constitution and university autonomy and academic freedom

I cannot find in the constitution even a phrase that talks about academic freedom and institutional autonomy which happens to be one of the most important aspects that help to move the university system forward. Why is this state of affairs still so, even after several negotiation with federal government o its important?

    Shankar, the Constitution guarantees academic freedom and institutional autonomy. Section 39, 40 and 42 of the 1999 Constitution have been interpreted by the Courts to guarantee the freedom of Nigerians to attend schools of their choice without fear of discrimination and also allows individuals to establish schools of their choice for the dissemination of information. Our law is quite developed in that area. That is why there are a lot of private primary, secondary and even tertiary institutions in the Country.
